A Family's Guide to the Child Welfare System:

This guide was developed as a collaborative effort by the National Technical Assistance Center for Children's Mental Health at Georgetown University Center for Child and Human Development, the Technical Assistance Partnership for Child and Family Mental Health at American Institutes for research, the Federation of Families for Children's Mental Health, the Child Welfare League of America, and the National Indian Child Welfare Association.

PEW Commission Report:

On the afternoon of Tuesday, July 13, Bill Frenzel, Chairman of the Pew Commission on Children in Foster Care, testified before the Subcommittee on Human Resources of the House Committee on Ways and Means. The subcommittee has held a series of hearings examining high-profile child welfare cases in Maryland and New Jersey; the hearing was an examination of child welfare proposals. View complete Pew Commission report  This report contains policy recommendations about ways to improve the federal/state financing partnerships to support child welfare and ways to improve court oversight of child welfare cases. Here are a few highlights of the report from the Child Welfare League of America:

Highlights of the report include:

*emphasis that the care for abused and neglected children needs to be a shared partnership between the federal government and states,

*commitment of new federal resources to states and communities so they make a greater investment in preventing child abuse and supporting families,

*continued guarantee of the basic Title IV-E safety net of federal support for children in need of out of home care,

*expansion of federal support for all abused and neglected children, regardless of family income, and including children who are members of Indian tribes and children living in the U.S. territories,

*incentives to reduce worker caseloads and to increase training opportunities for workers,

*new federal guardianship support so that children leaving foster care can live with their grandparents or other relatives, and

*adoption of court performance measures, increased judicial oversight and leadership, and enhanced collaboration between the state child welfare agencies and the courts.
 

Mental Health Issues in the CSFR's:

Below is a link to an analysis of the mental health issues in 38 state Final Reports and 28 state program improvement plans. It was prepared by the National Technical Assistance Center for Children's Mental Health at Georgetown University Center for Child and Human Development and the Technical Assistance Partnership for Child and Family Mental Health at American Institutes of Research.
